This was a prototype that I made for a temptress jumpsuit with a different type of top. As you can see from the second photo, it can be worn over the boobs, but even for me with an a cup it’s barely any coverage. That’s why and most of the photos I’m wearing a bra with this and wearing it is more of an under bust situation. I think it could be cute worn that way and that way you don’t have to worry about your boobs popping out.
Even worn as an under bust, I don’t think this design would be suitable for someone with a large chest. 
But it is cute AF. I can also shorten the inseam if needed.
